NY State Parks Are Going to the Dogs

M.C. Millman

Two legislators introduced laws that will allow dog owners to bring their pets to all New York State parks and beaches.

If the bill passes, it will amend the parks, recreation, and historic preservation law. It would add a new section 3.27 authorizing the admittance of dogs into State parks other than Adirondack Park and Catskill Park and grant the parks commissioner authority to adopt any rules, regulations, and programs deemed necessary for dog access.

There are two versions of the bill: Senate and Assembly. If the bill in committee passes in both houses, the law will be amended to allow dogs in parks.

The legislation requires dogs to be under the direct supervision and control of their owners or custodian. Installation of dog care stations would also be required. Dogs would need to be leashed at all times unless they are in a designated unleashed area.

The Senate bill explains, "Park visitors should have the option to bring their dog/s with them to enjoy open green space, trails and the solace of nature state parks provide. This bill affords State parks with the flexibility to restrict certain areas from being accessible to dogs, which may include protected bird nesting sites. This measure encourages coexistence between park visitors, dogs, wildlife, and the environment."
