New York State Programs to Help New Yorkers Manage Energy Use

Multiple New York State agencies and authorities offer programs to help New Yorkers manage energy use, reduce electric and heating bills, and increase comfort during cold temperatures by weatherizing and making buildings more energy efficient.

New Yorkers can take advantage of programs offered through the New York State Energy Research and Development Authority (NYSERDA), Department of Public Service (DPS), Office of Temporary and Disability Assistance, and Division of Homeland Security and Emergency Service that assist to keep families, particularly those of low-or-moderate income warm during the times of the year when energy consumption may be high.

New York State programs offer funding and technical assistance that can assist homeowners, renters, and businesses in managing their energy needs. This includes applying for HEAP. As of November 1, applications are being accepted for the Home Energy Assistance Program (HEAP) which can provide up to $976 to eligible homeowners and renters depending on income, household size, and how they heat their home (e.g., a family of four with a maximum monthly gross income of $5,838 can qualify).  

Rockland residents can visit the Community Outreach Center for assistance with HEAP applications. COC is located at 50 Melnick Drive in Monsey. Call  845-364-4700 for an appointment.

There is also the Energy Affordability Program/Low Income Bill Discount Program. This program provides income-eligible consumers with a discount on their monthly electric and/or gas bills, as well as other benefits, depending on the characteristics of the particular utility's program. New Yorkers can be enrolled automatically if they receive benefits from a government assistance program. Other means of help with high-energy costs are community-based service programs. Service organizations and local community agencies provide financial aid, counseling services, and assistance with utility emergencies.

Residents should take immediate action to be more energy efficient as winter draws closer. NYSERDA offers energy-saving tips for residents, homeowners, and businesses that can lower energy use. NYSERDA also offers a range of home energy efficiency programs that can help save energy and reduce costs over time. Income-eligible customers may qualify for reduced cost or free energy upgrades to their homes through the EmPower+ program. Homeowners should also check with their local gas and electric utility companies to access discounted products and services that can help lower their energy costs all year long.
