Preparations Underway for Canadian Power Company to Break Ground in Rockland Enroute to NYC

Preparations are underway for a powerline that will transmit hydroelectric power originating in Canada to run through Rockland County on its way to Queens. 

The proposed underwater and underground high-voltage direct current (HVDC) power transmission line project is expected to deliver up to 1,000MW of clean and renewable hydroelectric power from Quebec, Canada, to New York for over a million households.

Rockland Business Journal reports here that preparations by the Champlain Hudson Power Express (CHPE) to deliver 1,250 megawatts of renewable hydroelectric energy to New York City are in the works. The 339-mile power line will pass through fifteen New York counties. Originating in Quebec, the powerline will run under Lake Champlain and the Hudson River below Greene County and resurface in Rockland County, running through Stony Point, Clarkstown, the Town of Haverstraw, the villages of Haverstraw, and West Haverstraw before re-entering the Hudson River. The line will finally connect to the Astoria Annex GIS Substation in Bronx County owned by NYPA.

Payments for the right of way for the powerline, according to RCBJ, include $5.3 million to the Town of Stony Point for a Community Fund and $2.9 million for a Streetscape Fund; the Town of Haverstraw, $6.8 million for a Community Fund; Village of Haverstraw, $3.5 million for a Community Fund, and $3.85 million for a Streetscape Fund; Village of West Haverstraw, $2.5 million for a Community Fund, $2.23 million for a Streetscape Fund; and Town Clarkstown, $3.9 million for a Community Fund.

After paying an additional $1.5 million in easement acquisitions in Rockland County, CHPE expects to begin construction in the next several months and finish in the second half of 2025.
