Hamlet Center in Works for Village of Chestnut Ridge

Equestrian Estates LLC submitted plans for a mixed-use project with a proposed Planned Unit Development Floating Zone amendment to the present zoning law there. 

The Village of Chestnut Ridge was first presented with the project in August of 2020 but, as reported in the Rockland County Business Journal, is now up to finalizing the Final Environmental Impact Statement (FEIS). 

The FEIS describes the project scope and details as well as the possible environmental impacts and proposed benefits the development might be responsible for.

The proposed plan is for an area located on the east side of Red Schoolhouse Road and north of Loescher Laneshares in the southwestern section of the Village of Chestnut Ridge. The plan for the 39.6-acre community that incorporates retail development, multi-family residential, and senior housing includes pedestrian walkways, a park, and a central promenade boulevard with street lamps and benches along concrete sidewalks.

The plan is for 266 residential units consisting of two and four-bedroom market-rate rental apartments, senior housing rentals, and duplex townhouse units, which will be for sale. 

The estimated selling price for the market-rate townhouse units is around $550,000. Monthly rents for the apartments will average $2,500, while senior apartments will range from $1,800 to $2,200. The project should house up to 686 new residents, 109 of whom would be school-age.

The development would have a clubhouse, tennis courts, basketball courts, walking trails, and 1.9 acres of open space for residents.
